Netanyahu to press for Iran 'red line' in U.N. speech

NEW YORK (Reuters) - Israeli Prime Minister Benjamin Netanyahu will set out, in his speech at the United Nations on Thursday, an ultimatum for Iran to halt its disputed nuclear drive or risk coming under military attack, an Israeli official said.

Netanyahu faces the world body after U.S. President Barack Obama disappointed some Israelis, in his own address to the annual assembly, by not calling for a deadline to be imposed on Tehran - though he did say time for diplomacy "is not unlimited".

Israel sees a mortal threat in a nuclear-armed Iran and has long threatened to strike its arch-foe pre-emptively, agitating war-wary world powers as they pursue sanctions and negotiations.

Complicating Netanyahu's strategy have been his testy relations with Obama as a U.S. election looms, and the reluctance of many Israelis to trigger a conflict with Iran, which denies that it is seeking to develop nuclear weapons and has pledged wide-ranging retaliation if attacked.

"The prime minister will set a clear red line in his speech that will not contradict Obama's remarks. Obama said Iran won't have nuclear weapons. The prime minister will clarify the way in which Iran won't have nuclear arms," a senior Israeli official said en route to New York, without elaborating.

Though he has not previously detailed when Israel might be willing to go to war, Netanyahu has said Iran could have enough low-enriched uranium by early 2013 to refine to a high level of fissile purity for a first nuclear device [ID:nL5E8KG2P5].

Israel worries that this final step, if taken, could happen too quickly or quietly to be prevented.

Iran has said it has no plans to enrich uranium beyond the 20 percent purity required to run a reactor producing medical isotopes. That level, however, brings raw uranium exponentially closer to the 90 percent enrichment required for bomb fuel.

Though reputed to have the Middle East's sole nuclear arsenal, Israel would be hard-put to deliver lasting damage to Iran's remote facilities using its conventional forces, or to handle a multi-front war.

WORK TOGETHER

Netanyahu's public calls for a U.S. ultimatum have deepened acrimony with Obama, a Democrat accused by his Republican rivals of being soft on the Jewish state's security. That has stirred American accusations of Israeli meddling in the November presidential elections - something denied by Netanyahu.

"The prime minister will say that Israel and the United States can work together to achieve their common goal," said the Israeli official on condition of anonymity.

Netanyahu, who heads a broad-based, conservative coalition government, departed for New York on Wednesday saying he would take the U.N. podium for an Israel "united in the goal of preventing Iran from achieving nuclear weaponry".

But surveys show that most Israelis - apparently swayed by the open dissent of several senior national-security figures - would oppose launching unilateral strikes on Iran, given the risk of alienating Washington and of provoking clashes with Tehran's Islamist militant allies in Lebanon and Gaza.

A poll published by the liberal Haaretz newspaper on Thursday found that 50 percent of Israelis feared for the survival of their country, should there be a conflict.

Iranian President Mahmoud Ahmadinejad, in his speech to the General Assembly on Wednesday, said Iran was under threat of military action from "uncivilized Zionists," a clear reference to Israel. Earlier this week, Ahmadinejad said that Israel would eventually be "eliminated."

Haaretz also ran excerpts from a leaked Foreign Ministry report that sanctions had caused greater damage to Iran's economy than anticipated by Israel.

The findings, confirmed to Reuters by an Israeli official, could undermine any attempt by Netanyahu to argue that the military alternative must be considered imminently.

Israeli opposition leader Shaul Mofaz criticized Netanyahu for sparring with Obama and voiced confidence in U.S. resolve.

"I am convinced that the United States, the president of the United States, is determined to prevent Iran going nuclear," Mofaz told Israel's Army Radio.

Even within Netanyahu's coalition there have been misgivings about the pitch of disagreement with the United States.

Danny Ayalon, deputy to Foreign Minister Avigdor Lieberman, described Obama's Iran remarks at the United Nations as "important, albeit measured".

Speaking on Israel Radio, Ayalon said the Netanyahu government and Obama administration were in discreet contacts and approaching agreement on setting limits for Iran.

Does Canada Need a National ?Stop to Smell the Flowers? Day? | Dr ...

Yesterday, I was quoted in the media regarding a private members bill introduced by MP John Weston calling for municipalities to provide cheap access to fitness centres, as considering this idea rather ?simplistic?.

Not that I don?t think Canadians should be more active or that we must not do all we can to reduce the epidemic of sedentariness.

I just don?t believe that a) this needs to happen at fitness centres and b) that this is necessarily a bill that should be offered as a solution to the obesity problem.

If anything, these type of proposals do little else but perpetuate the myth that a bit of more physical activity will reduce body weights or prevent weight gain.

Rather, with, for example, the emerging evidence on the role of sleep deprivation on metabolism and body weight, we may as well be calling for a national ?Let?s All Sleep In Late? day or (even better) a national ?Let?s All Stop To Smell The Flowers? Day.

The point is not that I am against exercise or don?t believe in its benefits. The point is that it will take more than getting more Canadians into fitness centres to combat obesity.

Not that we should be stopping anyone from getting more active. MP Weston apparently is a sports buff himself, has three kids who are sports buffs, and a wife who is a personal fitness trainer - great for them, but hardly a model for the Canadians that I see in my practice.

It is certainly not the monetary cost of visiting a fitness centre stopping them - if anything, it is lack of time, low self-esteem, poor body image, depression, sheer exhaustion after a stressful day, and perhaps far too little restorative sleep.

The last thing they need is yet one more obligation (read: visit to a fitness centre) in their already busy and overscheduled days.

If they did have the extra hour or so to actually dedicate to going to a fitness centre my advice would probably be to rather get an extra hour of sleep or perhaps just an extra hour of mindful relaxation - read a book, go for a walk, play an instrument, paint a picture, or just take the time to have a meaningful conversation with your kid or partner - or, perhaps, just pause to smell the flowers.

The problem is not that Canadians are too lazy or too cheap to pay for fitness centres - the problem is that too many Canadians are too busy, too stressed, too short of time, too exhausted, spend too much time in their cars, and are too caught up in everything else that makes a healthy lifestyle virtually impossible.

As I?ve said before, changing your lifestyle is more about changing your ?life? than your ?style?.

Perhaps a life in which there is actually time to stop and smell the flowers will do more to prevent and better manage your weight than any workout that I?ve ever heard of.

Equipment Lease Finance Industry Confidence Ticks Up in September

The?Equipment Leasing & Finance Foundation?(the Foundation) releases the September 2012?Monthly Confidence Index for the Equipment Finance Industry?(MCI-EFI) today. Designed to collect leadership data, the index reports a qualitative assessment of both the prevailing business conditions and expectations for the future as reported by key executives from the $628 billion equipment finance sector. Overall, confidence in the equipment finance market is 53.0, up from the August index of 50.2, reflecting increased optimism despite concerns over companies? willingness to expand their businesses in the face of economic and political uncertainty.

When asked about the outlook for the future, MCI survey respondent?Anthony Cracchiolo, President and Chief Executive Officer, Vendor Services, U.S. Bank Equipment Finance, said,??The industry is performing well and new businesses are entering the segment to join the positive experience our asset class enjoys. However, the growth of our industry is tightly aligned with the overall?U.S.?economy and our industry?s future will be determined by the broader actions of the?U.S.?economy.?

September 2012 Survey Results:

The overall MCI-EFI is 53.0, up from the August index of 50.2.

??????????When asked to assess their business conditions over the next four months, 8.8% of executives responding said they believe business conditions will improve over the next four months, up from 6.3% in August. 73.5% of respondents believe business conditions will remain the same over the next four months, down from 78.1% in August. ?17.6% believe business conditions will worsen, up from 15.6% the previous month.?

  • 11.8% of survey respondents believe demand for leases and loans to fund capital expenditures (capex) will increase over the next four months, an increase from 6.3% in August. 76.5% believe demand will ?remain the same? during the same four-month time period, up from 75% the previous month. 11.8% believe demand will decline, down from 18.8% in August.
  • 14.7% of executives expect more access to capital to fund equipment acquisitions over the next four months, down from 15.6% in August. 85.3% of survey respondents indicate they expect the ?same? access to capital to fund business, an increase from 84.4% the previous month. No survey respondents expect ?less? access to capital, unchanged from August.
  • When asked, 29.4% of the executives reported they expect to hire more employees over the next four months, down from 31.3% in August. ?67.6% expect no change in headcount over the next four months, up from 65.6% last month.? 2.9% expect fewer employees, down from 3.1% of respondents who expected fewer employees in August.
  • 76.5% of the leadership evaluates the current?U.S.?economy as ?fair,? up from 68.8% last month. ?23.5% rate it as ?poor,? down from 31.3% in August.
  • 5.9% of survey respondents believe that?U.S.?economic conditions will get ?better? over the next six months, down from 6.3% in August. 79.4% of survey respondents indicate they believe the?U.S.economy will ?stay the same? over the next six months, up from 78.1% in August. 14.7% believe economic conditions in the?U.S.?will worsen over the next six months, a decrease from 15.6% who believed so last month.
  • In September, 29.4% of respondents indicate they believe their company will increase spending on business development activities during the next six months, up from 15.6% in August. 70.6% believe there will be ?no change? in business development spending, down from 81.3% last month, and no one believes there will be a decrease in spending, down from 3.1% last month.?

Fontana mayor supports school district recall campaign

FONTANA - An effort to recall two School Board members has gained an ally - the mayor.

"I'm all in," said Aquanetta Warren, using the same phrase she used when she announced she would run for mayor.

"I have been getting so many telephone calls and e-mails from people in the community about what's going on at the School Board ... if I am going to lead this community, it's my job to get those two on the ballot (of a recall election) and let the people decide."

Warren was referring to the recall effort against Fontana Unified School District board members Leticia Garcia and Sophia Green.

Both Fontana Unified board members were served paperwork in July notifying them of a recall effort, but the campaign has been relatively low-profile since.

Backers of the effort cite the opposition of Green and Garcia to a city-run after-school program they say serves 3,500 students and provides more than 350 jobs.

But they also listed several other grievances in their petition filing in July.

Among those was Garcia's vote last year to eliminate all the district's counselors in budget-cutting move.

Their claims also include that Garcia spearheaded a failed parcel tax during one of the worst economic times since the Great Depression, and the $147,000 cost of the special election came at a time when programs and jobs were being eliminated.

"I am not concerned with the recall effort," Garcia said. "Even if they get

the (required) signatures - and I don't think they will - I can defeat this at the election."

The election would be held in spring next year.

Garcia said the parcel tax was an effort to find revenues for the district, and while it was unsuccessful it was supported by more than 50 percent of the voters, she said. But that type of election required the measure to win by a two-thirds majority, she said.

Since the parcel tax failed, she said, other districts have moved toward their own parcel tax elections to raise revenues.

As for the counselors, it was a recommendation brought to the board by the district's superintendent, she said.

Warren said a major reason for her decision to take a leadership role in the recall effort is that for several weeks, Garcia and Green have been, from her viewpoint, stepping up efforts to oust Superintendent Cali Olsen-Binks.

During the public comment session at Wednesday's School Board meeting, Warren asked for people to help her with the recall effort, a request which drew a reprimand from the board's attorney.

The next day, Garcia alleged in an interview that Warren violated the California Education Code and other laws with her request for help.

Warren said that other speakers, at previous board meetings, have discussed the recall in statements to the board - and were allowed to continue.

Garcia said she wrote a letter asking the San Bernardino County District Attorney's office to take action.

Warren said that since Wednesday night's board meeting she has raised about $30,000 for the recall campaign, which needs to collect 7,905 valid signatures for each board member by Jan. 30 in order for the effort to advance to a special election.

Warren and Garcia have exchanged words on several issues, the most significant rift being over criticism of the city-run after-school program for the district.

At one point, when Garcia began pushing to have that service provided by another organization, Warren stood outside the district's board meeting room vowing, "This is war."

Garcia has said that as an elected official, she has a right to question district practices, and that includes programs with the city of Fontana.

Green frequently aligns with Garcia on issues before the board, and joined Garcia in her questioning of the quality of the city-run after-school program.

Green could not be reached for comment Friday.

Garcia has said that election would cost the district about $200,000 - money better spent on education-related activities.

Stocks face earnings and data hurdles

NEW YORK (Reuters) - Stocks could struggle to stay close to nearly five-year highs next week as worries mount about third-quarter earnings and the market appears primed for a pullback from recent stimulus-driven gains.

A bevy of economic reports, including durable goods orders, will grab attention, particularly after the Federal Reserve unveiled its plan on September 13 for a third round of aggressive stimulus to help revive the flagging U.S. economy.

While the action ignited a rally in stocks, analysts have worried that it may suggest the U.S. economy is in worse shape than many had feared.

To be sure, stocks are at lofty levels and are likely to attract investors hoping the market will ride out the year on a positive note. The Dow Jones industrial average <.dji> and the benchmark Standard & Poor's 500 index <.spx><.inx> remain close to highs not seen since December 2007. The S&P 500 is up 16.1 percent since the end of 2011.

"I think the market certainly is ripe for a pullback. But whatever the pullback, it's going to be rather shallow," said Peter Cardillo, chief market economist at Rockwell Global Capital, in New York.

"Any disappointment in key economic data that would reverse the market's feeling the economy has stabilized, I think could trigger a 2 to 4 percent pullback," he added.

Some of that move was seen this week in stocks, which posted slight losses for the week. The S&P 500 slipped 0.4 percent for the week. The Dow industrials and the Nasdaq each finished the week down 0.1 percent.

Besides August durable goods orders, data on personal income and spending is due next week, as well as new home sales and the final read on U.S. Gross Domestic Product for the second quarter.

Housing data has been surprisingly strong in recent months and homebuilder shares have experienced massive gains. The PHLX housing sector index <.hgx> is up 62.3 percent since December 31. But that strength has been offset by worrisome data on U.S. manufacturing, which had been among the economy's strongest sectors. The stubbornly high U.S. unemployment rate also has kept a damper on Wall Street's mood.

THIRD-QUARTER GLOOM AND DOOM

Profit warnings from such high-profile U.S. companies as FedEx helped cement the view this week that third-quarter results could be a drag on the market.

"We've had some pretty negative pre-announcements, and those announcements for this time frame have been a little more than we've had in the past," Cardillo said.

Estimates for S&P 500 companies' third-quarter profits have fallen sharply in recent months, and earnings now are expected to drop 2.2 percent from a year ago, according to Thomson Reuters data. It would be the first such decline in three years.

Outlooks for the third quarter are at the most negative since the third quarter of 2001, the data also showed. The negative-to-positive ratio for the upcoming earnings period stands at 4.3 to 1.

Third-quarter earnings aren't expected to start in earnest until after the second week of October, when Alcoa is expected to kick off the reporting period.

"What I'm worried about is what I don't know," said Doug Cote, chief market strategist at ING Investment Management, in New York.

That includes negative surprises on earnings, he said, as well as the chance that China's economy may be slowing faster than economists previously thought.

"The aggressiveness of the (Fed's) quantitative easing has caused me alarm," Cote said.

FLOOR FOR THE MARKET

The Fed's recent action followed a decision by the European Central Bank to support debt-ridden euro-zone nations by purchasing their debt.

Speculation on Friday that Spain was moving toward a bailout request gave investors some relief. The debt-laden country, which is likely to stay in focus next week, said it was considering freezing pensions and speeding up a planned rise in the retirement age as it raced to cut spending and meet conditions of an expected international sovereign aid package.

Both central bank moves are expected to provide a floor for the market, possibly through year end, analysts said.

"Financial markets will benefit more than the economy," said Fred Dickson, chief market strategist at D.A. Davidson & Co., in Lake Oswego, Oregon.

With the Fed's decision out of the way, investors are also likely to turn their attention to other issues, including November's U.S. presidential election, he said, and looming decisions about U.S. fiscal policy.

A woman who is believed to have fallen overboard from a cruise ship off Florida Sunday night is still missing, and U.S. Coast Guard crews are combing the Atlantic for her, officials told NBC News Tuesday.

The 21-year-old?woman, who is from Bartlett, Tenn., was on a Royal Caribbean Allure of the Seas ship 47 miles east of Fort Lauderdale when she reportedly fell into the ocean.

Crew members searched the cruise ship Sunday night for the woman; when they couldn't find her, the captain alerted search-and-rescue officials at the Coast Guard in Miami.

Florida's Sun Sentinel reported a fellow Allure of the Seas passenger saw the woman go overboard around 9:25 p.m. Sunday;?the ship's camera footage later confirmed she had gone into the water, Royal Caribbean told the paper.?

A call from NBC News to Royal Caribbean was not immediately returned.?

As of Monday, the Coast Guard's search area spanned approximately 320 square miles. In addition to searching by boat, the Coast Guard used four aircraft, but the woman -- whose identity was not made public -- was not found.

A Coast Guard spokesman provided no additional details, including any information on the cause of the woman's fall.

Allure of the Seas has been in service since December of 2010 and has a capacity for 5400 guests, according to Royal Caribbean's website.

Sudan rejects addition of Marines at US Embassy

The U.S. has deployed an FBI investigation team and drones to Libya to search for those responsible for the murder of the U.S. ambassador and three other Americans. NBC's Ayman Mohyeldin reports.

Updated at 4:15 p.m. ET:KHARTOUM -- Sudan has rejected a U.S. request to send a platoon of Marines to bolster security at the U.S. embassy outside Khartoum, the state news agency SUNA said on Saturday.

The U.S. ordered all family members and non-emergency personnel out of Khartoum as well as Tunis, Tunisia, posts, State Department spokesperson Victoria Nuland said Saturday afternoon. The State Department also issued travel warnings to U.S. citizens in both countries.

Earlier Saturday, a U.S. official,?who spoke on condition of anonymity because the official was not authorized to disclose details on the troop movement,?said?Sudan's?objection held up the?deployment of 50 Marines. A U.S. official said?the Marines had already set off for Khartoum but had been called back pending further discussions with Sudan.

Nuland earlier Saturday didn't speak about the Marines but acknowledged?Sudan had "recommitted itself both publicly and privately to continue to protect our Mission, as it is obligated to do under the Vienna Convention."

"We are continuing to monitor the situation closely to ensure we have what we need to protect our people and facility," Nuland said.

On Friday, around 5,000 people protested against a film that insults the Prophet Muhammad, storming the German embassy before breaking into the U.S. mission.

They also attacked the British embassy. At least two people were killed in clashes with police, according to state media.

In Tunis, four?people were killed and 46 were wounded, the Tunisian government said, after police gunfire near the U.S. Embassy in the North African city that was the model for last year's pro-democracy revolutions.

Police fought hundreds of protesters who smashed windows, hurled petrol bombs and stones at police from inside, and started fires in the embassy and to a gym and a neighboring American school. A Reuters reporter saw police open fire on protesters forcing their way into the embassy building.

A U.S. official told Reuters on Friday that Washington would send Marines to Sudan to improve security at the embassy located outside Khartoum.

"Sudan is able to protect the diplomatic missions in Khartoum and the state is committed to protecting its guests in the diplomatic corps," Sudanese Foreign Minister Ali Ahmed Karti told SUNA.

The violent protests in response to an anti-Islamic film have been spreading across the Middle East and the North Africa region, with attention focused on U.S. embassies and offices. NBC News' Jim Maceda reports.

Sudan beefed up security at some missions on Saturday. A riot police truck was parked in front of the deserted German embassy, which protesters had set on fire on Friday. An Islamic flag raised by the crowd was still flying. Three officers manned the main gate.

More than 20 police officers were sitting in front of the U.S. Embassy.

The film, which depicts Muhammad as a womanizer and charlatan, was made in the United States, and Muslim outrage has led to crowds assaulting U.S. diplomatic missions in a number of Arab countries.

U.S. authorities are interviewing a California man suspected of making an anti-Islamic film that has sparked violent protests across the Middle East.

Sudan has also criticized Germany for allowing a protest last month by right-wing activists carrying caricatures of Muhammad, and for Chancellor Angela Merkel's award in 2010 to a Danish cartoonist who had depicted the prophet, triggering unrest across the Islamic world.

President Omar Hassan al-Bashir has been under pressure from Islamists who feel the government has given up the religious values of his 1989 Islamist coup.

The Sudanese government had called for protests against the film, but peaceful ones. President Barack Obama's administration said it had nothing to do with the movie, which is little more than an amateurish video clip and appears to have been made in California.
